Council's memorandum of the 25th of July, or that the
inclusion in the Wei-hai-Wei postal sphere of agencies at
the places mentioned by the Council would materially assist the Wei-hai-Wei authorities in working the business at a
profit.
In regard to the suggestion made in paragraph 6 of Mr. Lockhart's confidential despatch of the 30th of July it appears to the Postmaster General that British postal interests in China would be adversely affected by the existence of two Colonial Administrations in China having
control of postal agencies, and consequent power of negot-
iation with the Imperial Chinese Post Office, especially
in view of the fact that the proposed postal convention
between Hong Kong and China is still under consideration.
The lines of communication, present and prospective, by
land and sea between Wei-hai-Wei and other places in China
seem to be too defective for Wei-hai-Wei to be suitable as
a postal centre.
